President and Justice and Development (AK) Party Chairman Recep Tayyip Erdoğan made a speech at the party’s parliamentary group meeting.
Congratulating Azerbaijan on the liberation of Nagorno-Karabakh, President Erdoğan said that according to the agreement that was reached the Azerbaijani lands which have yet to be taken and the remaining parts of Karabakh will be returned to Azerbaijan.
“TURKEY WILL TAKE PART WITH RUSSIA IN THE JOINT PEACE FORCE”
Stating that according to the agreement Armenia will return Kalbajar to Azerbaijan by November 15, Agdam and Kazak regions by November 20 and Lachin by December 1, President Erdoğan said that a road will be built between Azerbaijan and Nakhchivan Autonomous Republic for transportation.
President Erdoğan noted that a transportation corridor will also be opened up between Armenia and Khankendi, and that the Azerbaijanis who were displaced following the occupation will be able to return to their homes under the supervision of the United Nations Refugee Agency.
“Turkey will take part with Russia in the joint peace force that will be set up in the region to monitor and oversee the implementation of the agreement,” President Erdoğan said, adding that the peace force will be set up on the Azerbaijani lands that were saved from occupation, and that all measures aimed at preventing any violation of the ceasefire in Nagorno-Karabakh will be taken by this force.
“WE WILL BE IN MUCH CLOSER COOPERATION WITH AZERBAIJAN FROM NOW ON”
President Erdoğan went on to say: “Contrary to the killings of Armenia, which caused so many innocent people to lose their lives by constantly targeting residential areas during the last conflicts as well, it will be ensured from now on that no civilians get harmed. The Azerbaijani state has already made a commitment that no civilian will get harmed from now on as well, as has been the case thus far. I thank our military and intelligence consultants as well as our diplomats, who worked selflessly during the liberation of the lands under occupation and Karabakh. We will inshallah be in much closer and much stronger cooperation with Azerbaijan from now on.”
Stating that he wholeheartedly wants a similar peace and tranquility period to begin in Syria as soon as possible like the one in Karabakh, President Erdoğan said that Turkey stands ready to work closer with the powers that are active in the region, Russia in particular, in order to build a new Syria which will be shaped directly by the will of the Syrian people.
“AN AGREEMENT BASED ON FAIRNESS IS POSSIBLE IN THE EASTERN MEDITERRANEAN IN A SHORT TIME”
Regarding the ongoing political talks in Libya, President Erdoğan voiced his hope for the talks to be concluded with a reasonable and sustainable agreement, which was acceptable to all parties. “Sometimes, we send our colleagues to Libya, Sometimes, we invite them over. We continue our efforts in this manner. If they quit spoiling the Greek side and the Greek administration in the Eastern Mediterranean, we think an agreement based on fairness is possible in the Eastern Mediterranean in a short time,” President Erdoğan said.
“As the regional countries, taking our rightful place in the new global political and economic order, which has gained further momentum with the pandemic, is possible by quickly resolving the disputes and acting together,” President Erdoğan noted.
“The European Union’s way out of the crisis it is in, which can no longer be kept hidden, is also through this path,” President Erdoğan underlined. “In order to disperse the uncertainty in our region, which emerged following the elections in the US, the channels of diplomacy and reconciliation must be opened all the way. In this spirit, we will continue both to reinforce our presence on the ground and to effectively use diplomatic channels. In the new period, we would like to act together with all regional countries, which we see as friendly, and peoples of which we see as brotherly. We have no, overt or covert, bias, animosity or dark calculations towards anyone. With all our sincerity, we call on everyone to build the new era together within the framework of peace, security, justice, love and respect.”

“WE ARE PREPARING A FAVORABLE ENVIRONMENT FOR LONG-TERM SAVINGS AND INVESTMENTS”
Noting that it was surely natural for Turkey to move forward with appropriate measures in a period when even the most powerful and richest countries in the world were scattered around like leaves in the fall, President Erdoğan said: “To this end, we will not refrain from implementing the right prescriptions, even though they may be painful, and from sacrificing as the state and the nation, if need be, in line with the spirit of this critical period we are living in.”
“We will achieve our goals by building economic policies on three pillars: price stability, financial stability, and macroeconomic stability. For this, we are preparing a favorable environment for long-term savings and investments. Thus, we will ensure the continuance of growth and employment in a healthy and strong manner. We are building a growth structure which generates qualified jobs, does not lead to inflation and current account deficit, and which is financed mainly by domestic savings and foreign direct investments. With this aim, we are strengthening the macroeconomic foundations and institutional quality, and building a business environment based on confidence and stability,” President Erdoğan said.
“WE WANT TO MAKE THE BUSINESS AND INVESTMENT ENVIRONMENT MORE ATTRACTIVE”
“We are determined to make Turkey a center of attraction which bears little risk in the eyes of domestic and international investors, which possesses high confidence, and offers satisfying returns,” President Erdoğan said. “We will strengthen the coordination and harmony within our economic leadership, and ensure that our policies are put into practice as we plan. We will boost the harmony between monetary policies and financial policies through effective decision-making mechanisms, and consolidate the macroeconomic stability. Additionally, we want to make the business and investment environment more attractive by improving the investment processes and encouraging productive investments.”
“We will focus more on gaining confidence and credibility in economic policies, lower the country risk premium and provide all kinds of convenience to investors,” President Erdoğan said.
Calling on the citizens to trust in their national currency in their individual savings and prefer the Turkish Lira, President Erdoğan said: “The way to boosting our reserves is through increasing the confidence in the Turkish lira. We will show the entire world that Turkey is one of the top countries that will yield the highest and the most secure income when invested in. Within this framework, our economic leadership will work closely with domestic and international investors. We will offer especially those who will directly invest in our country to make use of these opportunities together. We will hold a series of meetings with international investors and tell them in person the means, opportunities and potential in our country and the support we will provide.

Stressing determination to lower inflation to single-digit figures as soon as possible and then to gradually bring it down to medium-term targets gradually, President Erdoğan stated: “It is a duty of the central bank in our country, like elsewhere in the world, to determine and implement policies for price stability. I am confident that our minister and new central bank governor will bring the inflation targeting and monetary policy instruments to a transparent, predictable and stable level as soon as possible in line with our basic principles. Let me note that I will stand by them in every step they are to take within this framework.”
“WE HAVE BEEN MAKING PREPARATIONS FOR STRUCTURAL REFORMS”
Noting that the already positive outlook will grow more favorable with every step to be taken, President Erdoğan said that domestic and international investors will be attracted by increasing transparency and predictability without compromising the free market economy rules.
Drawing attention to the reforms implemented over the past year with the aim of further strengthening Turkey’s democratic state of law identity, President Erdoğan said: “In the months ahead, we will be taking additional steps regarding the consolidation of the state of law principle as well as concerning a legal system that is predictable, easily accessible, fast and effective. We have also been making preparations for structural reforms to further improve the investment climate, increase the depth of the financial markets, enhance the quality of the public incomes and expenditures and prevent unregistered economy as well as for good governance.”
In answer to a question about what the positioning of the Turkish troops will be in Karabakh and in what mechanism they will be working with Russian troops, President Erdoğan said: “In whatever understanding Russia will be there, our monitoring and inspection teams will also be there in the same understanding. As such, Russia has already started to deploy to various locations there. A Russian delegation is coming to Turkey; talks will be held by our respective foreign ministers and delegations.”
