The agreement allows to military of 33 countries, including Turkey, to conduct inspection flights over each other`s territories, in order to build conduct and predictability.
Russia is starting domestic procedures to withdraw from the Open Skies Treaty (DON), to implement interstate process of exiting, according to a statement released by Ministry of Foreign Affairs of Russia.
«Due to lack of progress in removing obstacles to the continuation of the Treaty`s functioning under the new conditions, the Russian Foreign Ministry is authorized t to announce the beginning of domestic procedures for the RF`S withdraw from the OST. Upon their completion, a corresponding notification will be sent to depositories» the Ministry noted.
After USA withdrew from the agreement, Moscow put forward «specific, in line with the fundamental provisions» of the OST, proposals to maintain its viability, however, the ministry stressed, they did not receive support from US allies.
For several years Washington has accused Moscow in selectively fulfilling of OST and violating a number of provisions of the agreement. Russia, for its part, also made claims to the United States regarding the fulfillment of the terms of an international agreement. In 2017, Washington announced certain restrictions on Russian observation flights over US territory as part of the OON, after which Moscow responded in a same manner.
USA left OST in November 2020. According to Moscow USA`S withdrawal from agreement caused serious damage to the principles of international agreement, upsetting the balance of participant state interests and undermining the role of the OST as an instrument of building confidence and security.
Obviously, other member states of the treaty will follow Russia and the United States. The reason for this can only be the growing imbalance in international relations and an increase in the level of mistrust between countries, primarily the Western world. The withdrawal from the Free Skies Treaty of the Russian Federation and the United States is only the first signal for the gradual deconstruction of the world that took shape after World War II.
And in general, the entire system of international law, which served as the foundation for modern international relations, is no longer able to resist the growing isolationism of states and the increasing role of the blockchain system in the post-covid world.
The Treaty of Open Skies (TOS) was signed in March 24, 1992 in Helsinki by representatives of 23 member-states of Organization of Security and Cooperation in Europe (OSCE). For 2014, 34 states were states.
